CPSC eFiling July 2026 readiness checklist

Updated certificate and eFiling requirements affecting most imported consumer products take effect July 8, 2026. Products entered for consumption or warehousing from a Foreign Trade Zone have a January 8, 2027 effective date under current CPSC guidance.

Preparation should cover the underlying certificate and the electronic handoff. eFiling does not correct incomplete applicability analysis or unsupported testing.

Product portfolio readiness

• Inventory imported products that may be subject to CPSC certification
• Assign stable product, model, and variant identifiers
• Identify the responsible importer and each manufacturing facility
• Record manufacture dates or production periods
• Separate materially different products and certificate versions

Certificate readiness

• Determine whether each product requires a CPC or GCC
• Validate every applicable citation
• Link citations to appropriate testing or other permitted support
• Confirm recordkeeper, manufacturing, testing, and laboratory details
• Require authorized human approval before issuance

Filing-path readiness

Decide with the customs broker whether products will use Full or Reference PGA Message Sets. The Full path transmits the required certificate data through ACE. The Reference path stores data in the CPSC Product Registry and uses the Certifier ID, Product ID, and Version ID in the entry filing.

Repeatedly imported products may benefit operationally from reusable Product Registry records, provided the underlying data remains valid. Product changes must be evaluated before reusing references.

Broker handoff readiness

• Map certificate data or registry identifiers to entry-line products
• Define who supplies HTS and shipment information
• Agree on cutoff times and correction procedures
• Keep broker transmission separate from Product Registry status
• Reconcile CBP ACE responses and exceptions

Governance readiness

Assign owners for applicability, evidence review, certificate approval, Product Registry submission, and broker coordination. Maintain version history and audit uploads, changes, approvals, exports, and corrections.
