CPSC PGA Message Set checklist for importers
Use this checklist to prepare reviewed product certificate information for a broker or other authorized filer. Confirm current technical requirements and broker-specific formats before transmission.
Certificate approval
- Confirm the product requires certification
- Identify the correct CPC or GCC
- Validate applicable citations and supporting evidence
- Confirm manufacturing, testing, laboratory, and contact details
- Record authorized-representative approval
Filing path
- Select Full or Reference PGA Message Set with the broker
- For Full, validate all required structured certificate data
- For Reference, validate Certifier ID, Product ID, and Version ID
- Confirm the referenced Product Registry version matches the imported product
Entry mapping
- Map SKUs and models to commercial invoice and entry lines
- Resolve variants, assortments, kits, and multipacks
- Confirm quantities and shipment references
- Identify the importer of record and broker contact
Delivery and validation
- Export an immutable, versioned broker package
- Deliver through an approved secure channel
- Obtain broker acknowledgement and validation status
- Resolve format, identifier, or line-mapping questions before cutoff
Transmission and response
- Record when the broker transmits the PGA Message Set
- Track rejects, warnings, corrections, and retransmissions
- Retain the ACE response provided through the broker workflow
- Keep Product Registry, transmission, and entry states separate
Change controls
If product or certificate data changes, determine whether a new registry or package version is needed. Notify the broker explicitly and prevent reuse of obsolete data.
