CPSC Product Registry guide for importers
The CPSC Product Registry supports the Reference PGA Message Set path for certificate eFiling. Importers can enter certificate data before a shipment and provide certificate identifiers to their customs broker for the entry filing.
What goes into the Product Registry?
Registry data represents the required certificate information for a regulated product, including product identity, applicable citation codes, manufacturing details, testing information, laboratory details, and the test-record contact.
The data should come from an approved CPC or GCC workflow. Uploading extracted or incomplete fields without evidence review can create a reusable record that repeats the same error across shipments.
The three certificate identifiers
For a Reference PGA Message Set, the broker uses:
- Certifier ID
- Product ID
- Version ID
Treat the combination as version-specific filing data. Store it with the approved certificate version and product record, not in an unstructured email or generic spreadsheet cell.
Product and version controls
Before reusing a Product Registry reference, confirm that the imported product still matches the registered data. Review factory, materials, design, manufacturing dates, citations, testing, and certificate ownership after relevant changes.
Do not overwrite historical evidence or collapse multiple variants into one record without a documented basis. When certificate data changes, create and communicate the correct new version.
Broker coordination
Provide identifiers early enough for broker validation and map them to the correct invoice and entry lines. Agree on how the broker will report successful transmission, rejects, and corrections. Product Registry status, broker transmission, and ACE response are distinct workflow states.
Manual, CSV, and API workflows
CPSC materials describe manual entry, bulk upload, and API capabilities. The appropriate method depends on portfolio size and operational maturity. Regardless of method, validate fields before submission, retain request and response records, and use idempotent processes to avoid duplicates.
