Full vs Reference PGA Message Set for CPSC eFiling

CPSC eFiling supports two paths for transmitting certificate data in connection with an import entry: the Full PGA Message Set and the Reference PGA Message Set. The best operational choice depends on product volume, repeat imports, systems, and broker workflow.

Full PGA Message Set

With the Full path, the required certificate data elements are provided for transmission through CBP's Automated Commercial Environment as part of the entry. The broker or authorized filer needs complete, reviewed data for the product and certificate.

This path may suit importers with limited regulated-product volume or products that are not repeatedly imported. It places more certificate information in the entry handoff, so field validation and line-level mapping are important.

Reference PGA Message Set

With the Reference path, certificate data is entered into the CPSC Product Registry before entry. The importer supplies the broker with three certificate identifiers: Certifier ID, Product ID, and Version ID. Those identifiers reference the stored data.

This path can reduce repeated transmission of the same certificate details for recurring imports, provided the product and certificate information remains current and applicable.

Questions for choosing a path

• How many regulated products and variants are imported?
• How often is each product imported under the same valid certificate data?
• Can the team maintain Product Registry versions accurately?
• What formats and controls does the broker support?
• How will changes be communicated before entry?
• Who reconciles errors and ACE responses?

Keep responsibilities clear

Product Registry storage is not the same as broker transmission or CBP acceptance. Track each event separately. The importer owns accurate certificate data and approval. The broker or other authorized filer owns the customs entry and ACE transmission.
