How to create a Children's Product Certificate
Creating a Children's Product Certificate is a controlled certification process, not a form-filling exercise. The responsible importer should first determine what applies, verify the evidence, and then approve certificate data that can be traced back to the covered product.
Step 1: establish the product identity
Record the product name, model, SKU, variants, intended age, materials, factory, and production period. Use photographs and distinguishing characteristics where they help prevent confusion with similar items.
Step 2: determine applicable rules
Evaluate the product against current CPSC requirements. For toys, this may include applicable ASTM F963 provisions incorporated through 16 CFR part 1250, along with lead, phthalates, small-parts, or other requirements. Applicability depends on the product; a standard list copied from another CPC is not a reliable analysis.
Step 3: verify supporting testing
Connect each applicable test requirement to a complete report. Confirm that the sample matches the imported product and that the testing facility was CPSC accepted for the relevant scope. Review testing dates, report identifiers, results, and any limitations.
Step 4: assemble the seven elements
Prepare the product identification, rule citations, certifier details, records-custodian contact, manufacturing date and location, testing date and location, and laboratory information. Check values against their original sources instead of relying on a supplier summary.
Step 5: review and approve
An authorized representative of the responsible firm should review unresolved conflicts and approve the certificate. AI extraction can reduce transcription work, but it should not make the final regulatory decision or issue the CPC.
Step 6: distribute and maintain
Keep the CPC connected to its reports and production record. Make it available as required, and preserve an immutable approved version. If a material change affects compliance or new testing is required, evaluate the change and issue an updated certificate when appropriate.
