CPC vs GCC: which certificate may apply?

A Children's Product Certificate and a General Certificate of Conformity serve different product categories under CPSC-administered requirements. Choosing between them begins with product classification and applicable rules, not a preferred form.

Children's Product Certificate

A CPC applies to a children's product subject to one or more children's product safety rules. A children's product is designed or intended primarily for children 12 years of age or younger. Certification is generally based on passing tests from a third-party laboratory accepted by CPSC for the applicable scope, subject to specific exceptions and determinations.

For imported products manufactured overseas, the importer is generally responsible for issuing the CPC.

General Certificate of Conformity

A GCC applies to certain general-use, non-children's products subject to a consumer product safety rule that requires certification. The certification basis may be a test of each product or a reasonable testing program, depending on the governing rule and current requirements.

Why product classification matters

An inaccurate classification can lead to the wrong testing plan and certificate. Intended users, marketing, sizing, themes, foreseeable use, and product design may inform whether a product is primarily intended for children. Some product categories also have specific statutory or regulatory treatment.

Document the facts behind the decision. If variants differ in age grading, dimensions, materials, or intended use, do not assume that a single classification or certificate covers them all.
